Which to develop against
Devnet for most development. It is local, isolated, and you can reset it, mine into it on demand, and control every variable. When you are learning how UTXOs move, being able to mine a block whenever you want is worth more than realism.
Testnet 12 when you need what devnet cannot give you: other people’s blocks, real propagation, and the specific network where Silverscript-compiled contracts are valid.
Simnet for deterministic simulation, and mainnet only when you are done.
